The symposium, organized on the occasion of the 10th anniversary of Istanbul Medipol University’s Department of Political Science and Public Administration, focused on the constitution, public administration, and global issues. Academics who are experts in their fields discussed the limits of law and state-society relations in two separate sessions.

The first day of the symposium, which was organized on the occasion of the 10th anniversary of the Department of Political Science and Public Administration at Istanbul Medipol University, featured two separate sessions: “Constitution and Public Administration: Thinking in terms of System, Actor, and Context” and “Thinking about Issues Transcending Geographical Borders in terms of System, Actor, and Context.” The first session, held at the South Campus Conference Hall, focused on the boundaries, theories, and practices of public administration. The session was moderated by Prof. Ömer Faruk Gençkaya, while the second session was moderated by Prof. Atilla Yayla, both from the School of Humanities and Social Sciences of Istanbul Medipol University. The guests of the first panel were Prof. Yusuf Şevki Hakyemez, Member of the Constitutional Court of the Republic of Türkiye, Şeref Malkoç, former Chief Public Auditor and Lawyer, and Prof. Ali Osman Öztürk, President of Hitit University; while the guests of the second panel were Prof. Abdurrahman Babacan, Member of Parliament, Prof. Rauf Versan, Faculty Member of Istanbul University, and Researcher Zahide Tuba Kor. ATTORNEY MALKOÇ: TÜRKİYE IS A NATION WITH HIGH EXPERIENCE IN GOVERNING
Speaking at the panel, former Chief Public Auditor and Lawyer Şeref Malkoç said that the Turkish nation has had significant administrative experience throughout history. Noting that the 1982 Constitution is one of the most debated constitutions, Malkoç emphasized that although academics and politicians have different demands, the sentiments of the nation cannot be ignored. Stating that constitutional changes are an ongoing phenomenon, he added that the election of the president by the people was one of the most important turning points in the process of change that began in 2007 and reached its peak in 2017.
PROF. ÖZTÜRK: THE CONSTITUTION IS THE MANIFESTATION OF THE RULE OF LAW
The President of Hitit University, Prof. Ali Osman Öztürk, gave an assessment of the constitutional order, the separation of powers, and the executive power. Prof. Öztürk, who emphasized that the constitution is the highest norm that determines the legal framework of a society, said: “Justice is an area that is easy to talk about but difficult to implement. Perception and reality can change according to expectations and social conditions. However, the constitutional order is a concrete manifestation of the rule of law.” Prof. Öztürk, who emphasized the importance of the constitutional process, noted: “The constitution-making process is a summary of society’s reactions. Sometimes it is shaped as a result of painful and sometimes positive experiences.”
