Erkut Ayvaz, Berlin Office Research Director of SETA, was the guest of the seminar titled ‘Dynamics of the Political System in Germany’ organized by Istanbul Medipol University School of Communication. Providing information to the participants about Germany’s federal system and state structure, Ayvaz said: “Germany is a federal republic consisting of 16 states. States have autonomy in areas such as education, culture, and policing and can determine their internal laws. The constitutional structure of Germany is regulated by the German Constitution adopted in 1949. The two-level administrative system, consisting of federal and state levels, ensures independent work and cooperation on certain issues. Legislative power is exercised by the Federal Assembly with 598 deputies elected by the public. The Prime Minister is appointed by the President with the support of a parliamentary majority and, as head of government, manages domestic and foreign policies. In a multi-party system, coalition governments are common, and a conciliatory political approach is prominent.”
