The role of ethics and law in public services discussed

In the panel organized in collaboration with Istanbul Medipol University School of Health Sciences and MEDSAY Health Management Club, the importance of ethics and law in public services was discussed with an interdisciplinary approach.

A panel titled “Managerial Ethics and Law in Public Service Provision” was organized in collaboration with Istanbul Medipol University School of Health Sciences and MEDSAY Health Management Club. In the panel held at the South Campus Conference Hall, the ethical rules that must be followed in the field of public services and the implementation of these rules were addressed with an interdisciplinary understanding, and a celebration was held on the occasion of “December 18 Healthcare Managers Day”. The event was attended by Salih Murat, Member of the Parliament of the Republic of North Macedonia, Prof. Erdoğan Kunter, Dean of the School of Health Sciences at Istanbul Medipol University, Prof. Ayşe Nuhoğlu, Dean of the School of Law at Istanbul Medipol University, Prof. Yeter Demir Uslu, Head of the Department of Health Management, Prof. Selami Demirkol, Honorary Member of the Council of State, Assoc. Prof. Osman Sarıaslan, Chief Judge of Istanbul Regional Administrative Court Tax Court, Assoc. Prof. A. Kürşat Ersöz, Faculty Member of the Department of Administrative Law of the Faculty of Law at Akdeniz University, Assoc. Prof. Gülay Aslan Öncü, Faculty Member of the Public Law at Istanbul University, E. Çağatay Çınar, Vice-President of the Board of Directors of Health and Insurance Executives Association (SASDER), Elvan Atalay, Deputy General Manager of Health Insurance at Quick Insurance, and many students.

PROF. USLU: ETHICS IN PUBLIC SERVICES IS THE FOUNDATION OF TRUST
The opening speech of the event was delivered by Prof. Yeter Demir Uslu, Head of the Department of Health Management at Istanbul Medipol University, who emphasized the importance of ethics and law in public services. Stating that ethics is the training of character and the ability to make the right decisions in practice, Prof. Uslu said: “Morality is the behaviors that a society considers right or fair.” Stating that public services should be provided within the framework of honesty, transparency, and moral principles, Uslu added: “Ethical values ​​are a control mechanism that prevents wrong practices in public services. Meeting the demands of citizens and ensuring their satisfaction with the service is a result of these values.”

PROF. KUNTER: ETHICS AND LAW ARE INSEPARABLE IN PUBLIC ADMINISTRATION
Prof. Erdoğan Kunter, Dean of the School of Health Sciences at Istanbul Medipol University, underlined that ethics and law should be evaluated together in public services. Prof. Kunter emphasized that administrative ethics require adhering to values ​​such as honesty, transparency, impartiality, and responsibility, and said: “Administrative ethics and law are indispensable for the effective, fair, and accountable functioning of public administration.” Prof. Kunter continued as follows: “Law guides public administration by limiting authority and responsibilities within the constitutional framework. The vagueness of the boundaries between ethics and law can lead to damages arising from individual or institutional differences. Therefore, making clear definitions is of great importance.”

MURAT: TÜRKİYE IS THE MAIN STATE FOR THE BALKANS
Salih Murat, Member of the Parliament of the Republic of North Macedonia, who attended the event as the guest of honor, made statements emphasizing Türkiye’s influence on the Balkans. Murat said: “Türkiye does not belong only to Türkiye. As the Balkans, we benefit from Türkiye in many areas, especially in health. The Balkans have been a multicultural and multilingual geography throughout history. Türkiye is the main state for the Balkans. Türkiye is a strong main state for us. We always say, Türkiye’s sun is yours, its shadow is enough for us. A new world order is being established, and we want Türkiye to be strong in every field. This will be possible with your contributions.”
